Why does the president say we need a civilian national security corps?

I've been wondering why presidential candidate Barack Obama said that our national security depended not only on a strong military but that we also need a civilian national security corps.

How would that work, anyway?
What ages would the corpsmen or corps women be?
Who would train them?
What would they be trained to do?
What would this civilian security corps be protecting us from? Foreigners? Radicals? Terrorists? Criminals?

Why has no one pressed Obama on this?

Why wouldn't even the Leftist mothers be concerned about what their children would be called to do? Are these mothers like the ones who willingly give up their children to al Qaeda to become homicide bombers?

Personally, I think anyone who would encourage their child to die for any cause instead of sacrificing themselves is nothing but a coward and should die in their stead.

Is this another radical idea of Obama's that needs more vetting? No duh!!
